RECOMMENDATION

 

It is recommended that the Board of Directors approve the proposed specifications for a pipeline televising vehicle and authorize an invitation to bidders.

 

BACKGROUND

 

The District televising van is nearing the end of its useful life.  The pipeline inspection equipment in the 1974 van was retrofitted in 1987 and is used for televising District sewer lines. The maintenance department has received field demonstrations from three different manufacturers of pipeline televising vehicles.  Proposed specifications prepared by the Engineering and Maintenance Assistant are attached.

     

           The proposed specifications describe a color television pipeline inspection system capable of televising 6" through 27" pipelines completely installed in a 1-½ ton truck and high cube body. The system include a pan/tilt/zoom/color camera system with 1,500' of single conductor video cable, mainline cable reel, complete “crawler” transporter system for 6” to 15” pipe, complete “wheeled” transporter system for 8” to 27” pipe, an operator control room with computer hardware components, color monitors, printers, inspection/recording software compatible with the District geographic information system (GIS) and related accessories.  An alternative bid item is included for a small diameter color camera to push or pull through 4” to 8” pipelines and is compatible the base unit/software.

 

The 2005/2006 District Budget includes an allocation of $125,000 for the purchase of a pipeline televising vehicle.  It is proposed an invitation to bidders be issued and that the proposals to be publicly opened on October 6, 2005.

NOTICE  INVITING  BID  PROPOSALS

 

 

The Pebble Beach Community Services District invites sealed proposals for the purchase of one pipeline televising vehicle.

 

Bid forms and specifications are available at the District offices at Forest Lake and Lopez Roads, Pebble Beach, CA  93953, telephone: (831) 647-5609.

 

Sealed proposals will be accepted at the District, either by mail or in person, before 2:00 PM on October 6, 2005 at which time all proposals will be opened and publicly read. 

 

Proposals for the equipment described in the following specifications shall be made on the attached Bid Form and submitted as a complete document (15 pages).  The total bid price shall include all applicable state and local taxes and also include all costs associated with delivery to the District offices.  Please include the exact specifications of the proposed pipeline televising vehicle.

 

The District reserves the right to permit deviations from the listed specifications if an article offered is substantially in accordance with the specifications and is deemed by the District to be of equal quality and as fully satisfactory for its intended use.  Each proposal will be evaluated on responsiveness to the listed specifications, delivery time and overall cost.  The District reserves the right to reject any or all proposals.

SPECIFICATIONS FOR THE PURCHASE OF

 

Pipeline Televising Vehicle

 

Section 1: GENERAL

 

A.  Definition of Terms

 

Owner:            Pebble Beach Community Services District

 

Unit:               Pipeline Televising Vehicle

 

Supplier:         Manufacturer of Unit or manufacturer’s authorized representative

 
B.                Description of Work

 

The work to be performed under this contract consists of supplying the unit to the Owner at the Pebble Beach Community Services District office at 3101 Forest Lake Road, Pebble Beach, CA  93953.

 

             Section 2: INTENT OF SPECIFICATIONS

 

A.       Purpose

 

1.   These specifications describe the equipment and materials deemed most suitable for the service anticipated.  They are not meant to serve as a means of disqualifying any one type of equipment that may be equally as good and efficient.

 

B.       Bid Requirements

 

1.   The bidder shall list on separate sheet of paper any variations from or exceptions to these specifications.  This sheet shall be labeled “Exceptions to Bid Specifications” and attached to the bid.

2.   The total bid price shall include all applicable state and local taxes and all costs associated with delivery to the District offices in Pebble Beach, California.

3.   Acceptance of the Bid Award shall constitute a contractual obligation to furnish the specified equipment and materials.

4.   The Bid price will be held firm for 60 days from date of bid opening.

 

C.       Submittal and Approvals

 

1.   The supplier shall include the latest print specifications on the proposed unit.

 

2.   Prior to fabrication of the unit, submit for Owner approval the following:

a.       Material lists, shop drawings, technical data and descriptive literature describing the proposed unit.

b.      List of special tools, accessories and special lifting and handling devices required for assembly, disassembly, periodic maintenance, repair and adjustment of unit.

c.      List of recommended spare parts.

 

     3. Prior to shipment of the unit, submit for Owner approval the following:

a.       Operation and Maintenance Manual.

b.      Certified factory test report that demonstrates that the unit meets all requirements agreed upon in the proposal.

c.      Submit three (3) copies of all submittals.  The Owner will retain two (2) copies, and owner will return the third copy to supplier after review.

 

D.                Materials, Equipment and Workmanship

 

1.   All materials and equipment incorporated into the unit shall be new, of good commercial quality and suitable for the purpose intended.   Materials shall be treated to resist rust, corrosion and wear.

2.   The proposed unit shall be a new standard production model of the latest design in current production.

3.   The quality of workmanship produced by skilled, knowledgeable, and experienced journeymen is required for the work.  Particular attention shall be given to the appearance and finish of the completed unit.

 

E.                 Field Demonstration

 

The supplier shall demonstrate the unit at a field location to confirm the features included in the specifications.

 

F.                 Training

 

            The supplier of the unit shall provide 16 hours (2 work days) of on-site system startup training to familiarize operators with equipment, preventative maintenance and help setting up / customizing software fields to fit Owner requirements. 

 

            Supplier to return for an additional 8 hours (1 work day) on-site training / software customization (to be determined by the Owner between 30 – 90 days after initial system startup operations began).

 

G.               Operation and Maintenance Manual

 

The supplier of the unit shall provide an operation and maintenance (O&M) manual including:

a.                   Table of Contents indicating the organization of the manual

b.                  General introduction and overall equipment description

c.                  Simplified theory of operation

d.                  Specifications

e.                  Start-up, shut-down, and normal operations procedures

f.                   Assembly and disassembly instructions

g.                  Maintenance requirements and procedures

h.                  Troubleshooting and repair procedures

i.                    Parts list and ordering information

j.                    List of recommended spare parts

 

H.      Service

 

The supplier of the unit shall maintain a store or branch within 200 miles of Pebble Beach, California.  This facility must be staffed with qualified service personnel and have provisions for storing a representative supply of parts of the machine offered, as well as provisions for securing parts from the manufacturer within 24 hours.

 

 I.       DMV

 

The unit shall satisfy the California Department of Motor Vehicle requirements for a vehicle operating on public roadways.

 

Section 3:  UNIT DESCRIPTION

 

            The supplier shall provide a color television pipeline inspection system capable of televising 6" through 27" pipelines completely installed in a 1 ½ ton truck and an aluminum high cube body. The system shall include a pan/tilt/zoom, color camera system with 1,500' of single conductor video cable, mainline cable reel, power control unit, complete “crawler” (transporter system) for 6” to 15” pipe, complete “wheeled” (transporter system) for 8” to 27” pipe, color  monitors, video recording control (VCR) unit, color printer, computer hardware components, inspection/recording software and related accessories.  An alternative bid item shall consist of a small diameter color camera for push or pull through 4” to 8” pipelines which shall be usable with the base unit/software.
