RECOMMENDATION

                                                                                                                                                        

It is recommended the Board of Directors approve the plans and specifications for construction of the 2006 Sewer Line Replacement Project and authorize an invitation to bidders.

SCOPE OF PROJECT

 

PBCSD has an ongoing capital improvement program to upgrade and rehabilitate the existing wastewater collection system infrastructure within the District.  Sewer lines are identified jointly by engineering and maintenance staff during on-going evaluations of maintenance data collected from manhole inspection, line cleaning, line rodding and televising activities.  The project elements of the 2006 sewer replacement project are shown on the attached project maps and summarized below:

 

1.      Replace 880 feet of sewer main lines located on an easement near Monterey Peninsula Country Club (“MPCC”) Dunes golf course between Sloat Road and Crescent Road.

2.      Replace 1,160 feet of sewer mains on Sunridge Road and Sunset Lane.

3.      Replace 150 feet of sewer lines located on easement above 17-Mile Drive near the intersection with Sloat Road. 

4.      Replace 1,120 feet of sewer main lines crossing two fairways of the MPCC Dunes golf course between Bird Rock Road and Arroyo Road.

5.      Replace 700 feet on an easement between Mission Road and Sawmill Gulch Road near Seagull Road.

6.      Replace 650 feet on an easement between Sloat Road and 17-Mile Drive.

7.      Replace 380 feet on easements located between Cormorant Road and Rodeo Road and the MPCC Shore golf course.

8.      Replace 600 feet of sewer lines on Ocean Road.

  

The method of installation will be by “pipe bursting” which uses a mechanical burster unit to split an existing pipe while simultaneously installing a new 8-inch diameter polyethylene pipe where the old pipe existed.  This trenchless pipe bursting method was used successfully in previous sewer line replacement projects completed 2001, 2002 and 2005.  

 

 

SUMMARY OF ISSUES

 

A copy of the plans and specifications for the proposed project prepared by E2 Consulting Engineers (E2) is available for review in the boardroom.  A recommendation for awarding the construction contract will be submitted for consideration at the July Board meeting.  Construction work on the project will be completed within six months.

 

The first five project elements (noted on the previous page) will be included in the base bid price and the last three elements will be bid as optional items.  The low bid will be determined based on the base bid price and the District will have the option to include optional bid items in the construction contract.  This approach is recommended to allow the District the flexibility to include additional work in the construction contract if the bid prices are lower than the engineer’s cost estimate due to the competitive construction market. 

 

Estimated construction costs for the five base bid items total approximately $420,000 and the three optional bid items are an additional $170,000.  An allocation of $500,000 is included in the District budget for the 2006 sewer line replacement project. 

 

E2 has earned $17,556 to date of the budget of $89,260 for design and construction support engineering services for this project.
