Safety Committee Meeting Minutes

 

December 28, 2004

 

MEMBERS PRESENT:      Mike Niccum, District Safety Officer

                                               Richard Farfan, Administrative Dept. Safety Coordinator

                                               David Drewien, Maintenance Department Safety Coordinator

 

1.  Minutes of Last Meeting:

 

The minutes of the last safety committee meeting held on July 6, 2004 were reviewed.

 

2.  Accidents or Incidents:

 

There were no reports of accidents or incidents.

 

3.  Reports of Unsafe Conditions or Hazards:

 

Mike reported there were no suggestions received in the suggestion boxes and no reports of unsafe conditions or hazards.

 

Mike reported the District retained the consulting safety firm of Cohen and Associates to update or create standard operating procedures for a number of safety topics.  Cohen visited the District facilities, observed maintenance operations and prepared a draft written standard for lockout/tagout procedures.  District staff is reviewing the draft lockout/tagout procedures.  Other safety areas identified for written procedures include fall protection, confined space entry, emergency response plan and hazard identification.  

 

4.  Safety Meeting Reports:

 

The maintenance department continued to hold weekly safety meetings.  Topics included lockout tagout, indoor crane safety, trenching and shoring, backhoe safety, traffic control, bloodborne disease prevention, electrical safety, construction site safety and confined space entry.  Topics for monthly administration department safety meetings included good housekeeping practices, slips, trips and falls, bloodborne disease prevention and public building safety.

 

5.  Training:

 

Maintenance department staff attended an 8-hour confined space entry training course provided by ACWA/JPIA, which satisfies the annual training requirement.  The committee reviewed the schedule for training courses and identified trench safety, traffic control, respirator fit testing and CPR (cardiopulmonary resuscitation) and AED (automated external defibrillation) training as the highest priority training needs.  Mike agreed to setup CPR/AED training by fire prevention captain David Jones for the administration and maintenance departments.  David Drewien agreed to setup trench safety and traffic control training courses for maintenance department.   

 

6.  Next Meeting:

 

The committee agreed to schedule a meeting in March 2005 with the exact date to be determined later.
