PROJECT STATUS

 

Anderson Pacific Engineering Construction (Anderson Pacific) made good progress on construction of the Forest Lake Reservoir Components of the Expanded CAWD/PBCSD Wastewater Reclamation Project.  The contractor achieved substantial completion of the project on May 15th at the conclusion of a successful 7-day test of the treatment facility including automatic operation of the microstrainers, plant feed pumps, pipeline motor operated valves, chemical feed systems for chlorine injection and pH adjustment and instrumentation controls at the reservoir, District offices and storage tank locations.  The reservoir is filled with recycled water to the permitted storage capacity of 325 acre-feet or 105 million gallons.  No water has been observed to date from the leak detection system below the liner. 

 

A copy of the current construction schedule is attached.  Completed work items are indicated in red.  Major remaining work items include final site grading and paving, installation of fencing around the treatment facilities and miscellaneous punch list items.  Anderson Pacific has earned $11,192,890 or 96 % of the revised construction contract amount of $11,656,726.  E2 has earned $966,807 or 94 % of the revised budget of $1,027,320. 

 

Eleven change orders totaling $720,726 have been executed to date increasing the contract value to $11,656,726.  The PBCSD Board previously authorized the General Manager to approve change orders for this project within an aggregate limit of $775,000, or 7 % of the original contract amount of $10,936,000 with the understanding the Pebble Beach Company may not reimburse the District for the full value of costs above the 5 % contingency level. Pebble Beach Company reviewed the scope of security camera and fiber line installation improvements contained in Change Order No. 11 and declined to reimburse the District for the $125,000 cost.  PBCSD proceeded with the work because a case can be made that the District derives some benefit from the proposed improvements at Forest Lake reservoir.
