RECOMMENDATION

 

It is recommended the Board adopt Resolution 06-02 approving Project Assignment Number 10 to the Master Agreement with E2 Consulting Engineers to provide preliminary engineering services required for the Fire Protection Water System Improvements - Fourth Priority Pipeline Replacement Project.  The total estimated engineering cost is $49,760.

 

SUMMARY  OF  ISSUES

 

E2 Consulting Engineers (E2) prepared the attached proposal for preliminary engineering services required for the fourth priority pipeline replacement project.  The estimated budget of $49,760 includes reviewing fire hydrant testing procedures, updating the computer hydraulic model of the water distribution system in Pebble Beach and preparing a technical memorandum identifying pipeline segments with the greatest potential for improvement and preliminary construction cost estimates.  Staff reviewed the engineering proposal and determined the estimated costs are reasonable for the scope of work.

 

Results of the engineering study will be reviewed at the April Board meeting prior to proceeding with the design of the pipeline improvements.  An allocation of $1,750,000 is included in the 2005-06 fiscal year budget for the 4th priority water pipeline replacement project.

 

SCOPE  OF  PROJECT

 

PBCSD has an ongoing capital improvement program to improve the California-American Water Company (Cal-Am) water distribution system within the District to provide increased fire protection benefit.  A computer hydraulic model of the Cal-Am water distribution system in Pebble Beach will be updated to include the latest water system improvements and fire hydrant flow testing data.  Water main lines with calculated flows less than the minimum fire code hydrant flow requirements will be identified and substandard lines will be prioritized for replacement based on the lowest ratio of existing fire flow to the fire code flow requirements.

 

The scope of work includes coordination with Cal-Am and Fire Department staff during design and fire hydrant testing phases of the project.  The proposed E2 project team includes the project manager, technical director, project engineer and design technician that provided engineering services for the three previous water pipeline replacement projects.
